Links submit is a URL obfuscater/shortner service. I created the code for this around 2003 for personal use when it seemed like the lengths of URLs were getting out of control. Years later services like TinyURL.com and Bit.ly come along and become very popular..believe me, I am kicking myself for not letting it out in the public! Regardless, It is stable code that has been used in dozens of websites.
